Relatives of the victim, Daleep Singh, 35, son of one Mangat Ram and a resident of Rathian village, blocked the main Dhar road for over 3 hours, demanding an impartial inquiry into the incident.
Family members alleged that Daleep Singh was beaten up by security guards of the district hospital of Udhampur and then handed over to the Women’s Cell past midnight on Saturday, from where he was brought back to the hospital in an unconscious state and was declared brought dead.
Police sources, however, said the victim was overpowered by security guards posted at the Udhampur district hospital after he, along with 2 others, created a scene and allegedly assaulted an inpatient, Sharda Devi, who was purportedly having a dispute with her husband.
“Daleep Singh went to the hospital along with a local person, whose son was sick. They had an altercation with a woman who was hospitalized. While the husband of the patient and the local person fled the hospital, Singh was caught and handed over to police personnel who shifted him to the women police station shortly after midnight. Singh and the lady were taken into preventive custody and were shifted to the women cell, as there was no lock up for males. Later, he was shifted to the police station at Udhampur,” police said.
“Singh complained of chest pain inside the lockup at around 3.30 am and was immediately shifted to the district hospital where he was declared brought dead by doctors,” police said.
“He was not subjected to torture inside the lockup,” police said.
Police added that a magisterial inquiry headed by Joginder Singh Jasrotia, additional deputy commissioner of Udhampur, is under way to ascertain the facts.
“An expert board will conduct a postmortem of the deceased person to ascertain the cause of his death,” police said.
Jasrotia, who visited the protesters to persuade them to disperse, requested people who were a witness to the incident at the hospital to share their information or material evidence with him to facilitate the inquiry.
Amit Singh, nephew of the deceased, said the family wanted justice for Daleep. He said he was told by some visitors to the hospital that the security guards there had allegedly beaten up one person in a bathroom, after switching off the lights.
Pawan Gupta, former minister of J&K, said a 5-member board would be set up to study the autopsy report. He said CCTV footage at the hospital would be taken for a thorough inquiry into the case.
